From August 15, owners of vehicles without official owners will face two cases when transferring vehicle title. In case there are still documents of purchase and sale, the vehicle owner will now be administratively fined if the prescribed time limit is exceeded, and will then be able to carry out the title transfer registration procedure.

The second case is that there are no longer any sales documents. At this time, the police will have to post it publicly for 30 days and then send a notice to the person whose name is on the vehicle registration. When there are no complaints, the police will issue a decision on administrative sanctions, then carry out name transfer procedures.

According to Circular 24, from August 15, when selling a car, the car owner must return the registration and license plate to the police for recovery procedures and cannot hand it over to the new owner. For motorbikes, violators will be fined from 800,000 to 2 million VND; For cars, the fine is from 2-4 million VND, for organizations the fine will be doubled.
